Window Pops up shortly after start up, not CMD, Dissappears instantly

Identical to this person's issue Redirecting Link to Autorun log https://file.io/bVcckCchNkal A window pops up shortly after windows 11 starts up, it's not CMD. It disappears instantly after popping up. Can anyone help? I've disabled everything from startup, no timestamps match in Task Scheduler.
