win 2019 server install

I just bought a refurb dell poweredge server from amazon with a copy of win 2019 server. At first it would take me to where to install the software to. There are 2 physical drives. Win didn't like the GPT format in either drive. So I followed some other troubleshooting steps. Reformatted in BIOS, Cleaned in CMD with DISKPART, reformatted in NTFS. I even tried booting into ufie (or whatever) and that failed. Now im getting error 0x80300024. CHKDSK is able to see the disk and its in NTFS and all that. What am I missing...
