Windows 11 100% CPU and then does not start

About once every week or two, I'll notice that my computer is running slow, then I'll notice that the taskbar is either not responding, frozen, or running very slow. I try to open the task manager and when I manage to open it, it tells me that the CPU usage is at 100%. Even if I wait a while, it's still the same and I end up restarting the PC, but when I do, it always takes me to the BIOS. In order for Windows to start, I have to remove the power cable and restart it. Again, it usually still doesn't work, I get to the login part and it freezes again.
