I uninstalled and wanna reinstall adobe Photoshop 2019 and 2023 and I get this error message "THIS APP CAN'T RUN ON YOUR PC" pls I need help?

I was using adobe photoshop 2019 and 2023 on my laptop before I started having color issues and decided to install them and reinstall, unfortunately I couldn't install them because when click on the setup I get error message that says "THIS APP CAN'T BE RUN ON YOUR PC" have watch videos on YouTube to fix this but non works for me
