Windows 11 Taskbar Notification Area Tooltip not overlaying upon hover unless focused first

Current Behavior:A maximized app is active and open (click on it to focus on it).Hovering the cursor over the notification area doesn't overlay the Tooltip (It's showing just underneath the active app).Need to first click the taskbar to focus on it.Once the taskbar is focused then you can hover again and it will overlay the Tooltip.Here's the video of the Current Behavior on my machine:
