Language bar disappeared for the second time. Cannot retrieve it.

I have reset everything related to the language bar and scanned the computer for corrupted files (services.msc) . Language bar display is set to 4 in the registry. The computer has been restarted after every action.It had disappeared once and then reappeared. Now I cannot get it back.The language option, English (Spanish) has also disappeared. The system continually reverts to German for some reason. Suggestions appreciated. Please see image.
