Update.exe - Fatal Error / CLR error: 80004005

Whenever I boot up my PC, this error occurs and shows a popup with the text "CLR error: 80004005 The program will now terminate." This happens when trying to open Microsoft Teams as well as Discord & other applications with the Update.exe file. I've already tried installing a new version of the .NET Framework, as well as the cleanup tool. I've also tried uninstalling these programs, but it also won't let me uninstall them.
