Can't Give My Account Admin Privileges

I'm trying to change my account type to admin. There is only one user, and bizarrely this seems impossible to do.I've tried creating a local account, but there is no option to change the account type.I can't run cmd as admin, or any program for that matter. All of the suggested actions seem to rely on those two points, so I'm not sure how to proceed.Any help would be greatly appreciated.
