Microsoft Family time settings adjusts to nearest 30 minutes.

Is there a reason why it defaults to the nearest 30 minutes? I need to be able to set a more fine grained time range ie. 7:45 versus it being adjusted to 7:30 by the system. Is there a way to turn off auto adjustments?
