Keyboard settings are not respected by the os

I want to have a US international and a Russian keyboard layout.I now have 3: English (United States) USRussian (Russian)English (United Kingdom) GermanI do not need the last one. It's not in the language list in the settings.In 2024 is there a way, to you know, control such basic things as keyboard layouts WITHOUT EDITING THE REGISTRY? Windows 98 could. So did XP and 7. Only this new homunculus (Windows 11) is unable to do so.
