High cpu usage after DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH

Today I had the problem with my task bar not working. When I would press it, it would immediately close after showing a loading screen for a quick second. I then found a video that said to use this command DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH. When I used it the issue was resolved but when I would open games or any new application it would have a high CPU usage. Any suggestions?Here's the link to the video I used:
