Problems logging in and more

Hi,Start button is not working Search field is not working Sound is not working I am not allowed to log in to my personal account (I push the button up left on edge and then blue button but nothing happens I ve tried different advice via the “run» and admin console but no luck.Ms-settings seems to be missing, so I can’t update .I am now trying to reset windows, but again it doesn’t accept my password.
