What do I do after I clear my DNS cache?

I followed all the steps to clear my DNS cache but after I did so the website I am trying to visit still refuses to open and has the same problem. I did try to reload the page but that did nothing and I do not know what to do. Also if I need to say my windows version is windows 10.
