How to turn on Bluetooth

Im trying to turn on bluetooth for the past 2 months but I can't. I tried looking online but nothing helps. I had to fully re install windows because of shady answers. I'm stressed out. Any help is greatly appreciated. I built my pc last year and it had the option to turn on bluetooth but now it's gone.I turned off a lot of telemetry/settings for privacy reasons including downloading stuff.
