why is the error code 0xd0000225 for login pin (known now for 2 years) not fixed?

I bought a new notebook yesterday (!!). Worked fine yesterday, but today I get this error, that has been thoroughly described a couple of times years ago.Why has Microsoft not fixed this issue?
