Wrong alphabetically sorting in Windows 11.

So, for some reason, any sorts and filters on my laptop would put words that start with ch, th or tr at the end of the list of words that start with c and t, respectively. (Basically, ch would be put after cz, th and tr would be put after tz). Since I mostly uses Vietnamese, it is very obvious. How can I change the sort order? I have tried to change my laptop's language setting to American English but it still stay the same.
