Please help me fix my computer by reversing a command I entered into the cmd prompt

Hi, I was trying to reset the password requirements on my computer and I tried entering this code " secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose “ and now everything is gone off my computer and the windows icon in the bottom left is unresponsive. Please help me restore my computer. I am using windows server 2012. Thank you so much.
