black screen with a 1 and lock and fnkey is locked . What do I do? Is it Bios?

I recently received a refurbished Lenevo Thinkpad that was refurbished by you Microsoft . After i start the laptop up I immediately am brought to a Black screen with a 1 and barrel a Lock symbol. Funky is locked. When I type it uses XXXXXX. Please help thank you! Iv tried cycling thru the power and restarting and factory restarting but the same screen come up.
