You need an app for this task showing up when signing in

Hi, I am trying to sign into my Microsoft account. To sign into my account I need to be connected to the WiFi which I am but when I am signing in a message comes up saying you need to have an app for this task. I followed the directions online saying to restart outshoot and then do a system restore but that said I need to have an operating online network and now I don’t know where to go with this. Thanks
