My laptop says I need to download an app to log in

My laptop says I need to download an app to log in.Doesn't matter if I click yes or no, it won't let me log in. I have reinstalled the entire computer, it still prompts this. I have tried going back to a restore point but now it won't let me do that either.Please help, do I have a virus or something? Can this be resolved?
