Windows 10 & 11 licenses

I am going to buy a new computer but all the new ones have windows 11 preinstalled. Does the license for the for windows 11 work for 10? or if i buy one without a license can i buy a windows 10 license directly from microsoft and can that still be upgraded for free to a windows 11? Im sticking iwth windows 10 for now because of VR.
