How to fix error: 0x800f0838 in windowd update installer

I can't seem to download 2024-10 Cumulative Update Preview for Windows 11 Version 242H for x64-based Systems (KB5044384). When I tried several times to retry the download in settings windows update, the downloading progresses but will stop as in stuck at certain percentage and then it goes error, so i have to retry it AGAIN. so i tried to download it manually through the cataglog but then I got the error 0x800f0838. I have already run windows update troubleshooter but they can't even run diagnostic. Please help solve this problem
