Taskbar showing up during a game when hoovering my mouse down

Whenever I am playing a game and fully hover my mouse down, the taskbar appears. I've already tried turning on the "Automatically hide the taskbar in desktop mode" and it does NOT work at all. I've also tried restarting Windows Explorer and again, it doesn't work. I need this turned off cause it can really interfere with my gameplay.
