Issues with transfer of W10 license to upgraded PC

I have recently built a new PC to meet the needs of W11. I am trying to transfer my (full retail) W10 license. Activation troubleshooter continually comes back with "Our servers are busy. Try later." My "new" PC and my "Old" PC are both using my MS Account login, but under "Devices" I don't see my new PC. And of course, the "Register Device" button only accepts commercial Microsoft products by Serial Number; I can see no way to say "Hey, this PC I'm signed in on - can you register this?"
