How can I transfer the Windows Server 2022 Standard license from old VM to new VM

Would like to transfer the license of Windows Server 2022 Standard to from old Virtual Machine to new Virtual Machine. I already uninstalled the Product Key on the old VM by using this command slmgr.vbs /upk and it was successfully uninstalled based on the prompt. Then when I'm trying to activate the new VM, I encountered error "We can't activate Windows on this device because the product key was already used on another device. If you think it wasn't used on another device, select Troubleshoot below. Error code: 0xC004C020"Thank you.
