The explorer window

Hello. I have a Dell Vostro 3580 laptop, with Windows 11 Pro 24H2 operating system and I noticed a problem. In the explorer window, the menu scrolls at the top of the window, as can be seen from the attached photo. What can be done to scroll down like normal? Thank you.
