How do I remove both of my English keyboard layout on windows 11

for some reason I have both a English (UK) keyboard and an English (Norwegian) keyboard, I don't want any of these. I only want a pure Norwegian keyboard and a Russian one. I have tried to remove them via settings but after I restart they show up again (windows home button + spacebar). super frustrating that this quote on quote "bug" still isn't fixed.
