How do I block advertisement websites?

I believe I got scammed after reloading Windows 10 by a company that I was transferred to while trying to reload a program that had been deleted during 'reload'. I believe the 'register' was changed. My 'Block' feature does not work at all. I receive every type of advertisement permitted. Can I change something that will allow me to 'Block' these sites?Under setting the 'Block' feature is checked.
