How to uninstall latest windows update/fix settings.

So I just installed the latest update for windows and I cannot open settings. When I open settings it just shows like the blue screen with the gear wheel then soon it will just close. So I can't go into my settings to fix this and uninstall the recent update or anything? Is there any fix to this thanks.
