Photos App will NOT stay on top

Whenever I try and open a file from Windows Explorer in the Photos app, it will not open on top of file explorer. It opens behind it. I cannot find the "Always on Top" feature in any of my settings and I cannot make photos stay on top no matter what I do. I have the newest update of Windows 10 (I do intend to switch to 11 eventually) and Photos and Explorer are both fully up to date.
