Can someone help me with resetting my PC back to factory settings?

Hey. I've been trying to reset my PC back to factory settings for a little while now. While it was installing Windows, it reached 95% at the progress bar, but then for some reason it lapsed back to 88% and now will not continue any further for over 30 mins now and has been stuck on the same screen. Has anybody had this issue and if so what's the solution?
