Windows Firewall on server to block access to another server

We have a development server that is on the same network as our production server. I want to be sure that no developer incorrectly configures an application to hit production SQL Server. I tried setting up outbound and inbound rules to block access to that server IP address. These rules appear to be active however I can still ping that server and connect to it in SQL Server Management Studio. My understanding is that block rules take precedence however something seems to be letting traffic through.ThanksChris
