How can I get this blue screen saying “Your pc/device needs to be repaired

I didn’t change anything from my pc like the ram or nothing like that I just turned it on and it said this randomly I’ve tried many YouTube videos saying I need to press f8 then f4 when I’m clicking that it’s doing nothing and just going back to this screen please help me.
