Mouse issue for drop and dragging.. (not releasing the window from one monitor to another)

this issue is ongoing. Trying to get a fix for Drop n Drag a window or Highlight a section in a word perfect or online.. copy N Paste...my father who lives 4 hours away from me and I go once a month to help him. He tried to make his computer faster by using a run command (listed below) and ever since he has not been able to do the following.
