Windows Default Lock Screen Suspended, How Do I Fix It?

Title + when this happens, I cant shutdown without manually pressing and holding the button, I cant open regedit and UAC prompts don't show up. This happens sometime after I start my pc, and probably after I put it on sleep mode.One more thing, I checked in the task manager and it's just a gray box with "Runtime Broker" and "Windows Default Lock Screen (Suspended)"
