Error Updating Windows 11 to 23H2 (Failed to install - 0xc1900131)

I have been trying to install the latest windows update 23H2, but failed several times. The latest attempt showed the following error code: 0xc1900131. Offline installation has not worked either. Appreciate any help to troubleshoot this.
