command processor not working

I have a problem where the Command Processor won't open; then it finally does, but I can't get it to respond to commands. IE: SFC /scannow and DISM commands. I can do mail (Gmail) open browsers, etc, But Outlook (new) won't open, so I've tried doing the above commands and they don't work.What is the best way to resolve this problem?ThanksKen 977
