DFS question

On-prem, I setup DFS Domain-based namespace with two Windows 2022 servers. Everything seemed fine at first, but now I am unable to modify any of the DFS target. I attempted to offIine an old target and received "permissions denied". I am unable to modify folder targets I receive "permissions denied". I don't believe this is folder permission issue.
