Office 2003 SP3 is affected, could someone please clarify this?

PA Bear [MS MVP]

As MS08-017 addresses a vulnerability in Microsoft Office Web Components
2000, one must assume your machine's being offered the update because
Microsoft Office Web Components 2000 is present, not because Office 2003 SP3
is present.

If you wish further clarification, try posting in the Office Update
newsgroup: microsoft.public.officeupdate.
