This test config [forgot a few last time]..

Web Proxy - many available
STRICT in/out manually configured firewall rules {must support 9X - rules
based, though you must know what to allow/disallow}
HOSTS file - MVPS has one, as does MDGx [much larger and complete, updated
occasionally]
SpywareBlaster 4.0 - provides additional protection and ActiveX control
AVAST or another Anti-Virus program
Email and News in plain text ONLY - must do [yeah a pain but this is a main
entry point for malware]
Script, JAVA, and the like completely restricted and monitored - these have
been used numerous times as hack points
WinPatrol [or similar] - pest and system protection
Windows Washer or another Internet cleanup program

MEDIA
Real Player NOT configured to access the Internet
WMP NOT configured to access the Internet
QuickTime NOT installed - many holes that have no updates
Foxit PDF Reader - Adobe 6.0.5 last version has holes unpatched

SYSTEM
Saved Registries for 2 properly configured and clean setups
Updated and manually configured Certificates - these control how and what
scripts and other are used while on a network [Internet is a network]
Several monitoring programs to observe what is occurring.

1. Your own habits are your best defence.
2. If you are asking about security software (AV etc.), you may
get better advice in micros.public.security.virus. Your main
problem may be the gradual elimination of support for Win98 --
but as authors of malware focus more attention on 21st century
operating systems users of Win98 may feel more secure.
