HELP!!!!!!!!!!!!!!!! WHEN I POWER ON I GET DELL AND WINDOWS
SCREENS I SELECT MY NAME THEN I WALLPAPER NO ICONS

ERROR BROWSERUL..dll was not located,

I've tried safe mode it doesn't work, i dont know nothing about
computers pls help what''s going on I'm using XP media edition
