external laptop HDD problem with USB 2.0

The IDE drive is from a laptop and runs with the USB cable power. I
can hear the drive running when I hook it up. It was working on the
laptop before. I have seen the Disk management but nothing there. The
problem seems to be that the windows fails to install the new
hardware.

It gives me message that recognised "USB-IDE"
then as "USB Mass Storage "
then it pops up saying "Failed to install new hardware"
reason being that device is not recognised. I dont know how to solve
it.

1. What does / Control Panel / System / Device Manager
say about (a) hard drives, (b) USB devices ? The yellow
triangle flags problems.

2. IDE drives are one sort of hard drive (IDE = Internal
Drive Electronics) and USB drives connect differently
as USB devices (i.e. do not use IDE connectors.)
Repost identifying your problem drive.

Yeah, I have been frantically posting all over to get the IDE-USB
worked.

I dont see any triangles..surprisingly!
Here is what I see

under the USB connections in Device Manager,

"USB Mass Storage" appears andafter some time dissapears again.
I see a pop up in right hand bottom corner saying "Failed to install
the hardware as windows cannot recognise the device type"

Thats all I can tell.

Are you attaching the laptop hard drive with USB cable to a computer running Win98,
or WinXP? You mentioned "Disk management" in your original post, and that is a
feature of XP, not 98.

If you are attaching the USB connection to an XP system, you should be asking about
this in an XP group.

Could it be the drive is formatted NTFS instead of FAT32? Win98 SE
may see the drive but can't recognize the format.

Or are you running XP?
