Regional display settings

We are running a 2003 R2 server in application mode.
Is it possible to have a English version of Windows display in Chinese
(dialog boxes, titles, column headings, etc..) for certain users?

We are more concerned with the windows themselves being in Chinese rather
than the input.

Vera Noest [MVP]

If the base Operating System on the server is English (this is a
requirement), then you can install the multi-language version for the
languages that you need.
Using only the MUI, the whole interface + Internet Explorer will use
the language you configure.
You can set the language for each user through Group Policies.
