Existing Windows 2000 Terminal Server is also Domain Controller.
Installed new Windows20003 Terminal Server as member server.
Disabled old Terminal server RDP connector.
Should I deactivate TS Licensing on the old DC and activate
TSLicensing all over again with the new licenses purchased? or just add the
new?

A Windows Server 2003-based terminal server needs a TS licensing
server on the same platform (W2k3). It cannot communicate with a W2k
TS licensing server. See this document for more information:

Windows Server 2003 Terminal Server licensing issues and requirements
for deployment
http://support.microsoft.com/kb/823313/EN-US

That means you cannot use your old W2k TS licensensing server and must
install it on some W2k3 machine.

I hope this helps.
