help with secedit command

I need to refresh a group policy setting for a windows 2000 pc using secedit
and it doesn't appear to be working.

I've tried secedit /enforce or secedit /refreshpolicy

It brings up an automatic security config dialog box.

Why is this happening?

Because your command is incomplete or incorrect:

C:\>secedit /refreshpolicy machine_policy /enforce
Group policy propagation from the domain has been initiated for this
computer. It may take a few minutes for the propagation to complete and
the new policy to take effect. Please check Application Log for errors,
if any.
