Wierd Desktop Problem

Greetings,

I have a Windows 2000 Server that generates the following message when double-
clicking the
"My Computer" icon on the desktop. I have already tried what is described in
MSKB article Q172223.

This file does not have a program associated with it for performing this
action. Create an association in My Computer by clicking View and then
clicking Options.

Any adivse is appreciatted.

What happens if you logon as a new user? (create a new user account in Users
and Passwords)

I did create a new user call test. Made it a member of administrators. Same
thing happens. In addition, I also have noticed i get this error when trying
to open control panel. Access to the specified device, path, or file is
denied. I have scoured this machine with both shareware and commercial
spyware scanners (Ad-aware and Psetpatrol), rootkit revealer from
sysinternals, and two different antivirus packages (CA and Symantec Corporate)
