Search in this group via Google for application "focus"....
Several long discussions, registry hacks, and other have been addressed.

This was previously addressed by several MVPs and others with this
suggestion:

Tweak UI 1.33 for Windows 2000, Windows NT, Windows Millennium
Edition, Windows 98 or Windows 95.
Details at: (may wrap)
http://www.microsoft.com/ntworkstation/downloads/PowerToys/Networking/NTTweakUI.asp
or
http://support.microsoft.com/support/kb/articles/Q237/9/20.ASP
Download at:
http://download.microsoft.com/download/winme/Install/1.0/WinMe/EN-US/Tweakui.exe

FWIW, in Win98,though I don't recall if I did this myself at some
time, I have "Prevent applications from stealing focus" unchecked in
TweakUI and the Registry value ForegroundLockTimeout is zero, so it
looks safe enough to try either option in Win98.

It's my understanding here that what's desired is that a *particular* window
always stay on top. TUI and the other hacks I've heard of only make sure
that the focus isn't stolen from the currently active window. The way I read
it, Box45 wants that certain window to stay on top even if it doesn't have
focus.

I don't know. Doesn't sound possible to me. Not in 9x, or in any Windows
except... Vista has its transparency technology, with at least a few things
that can be "always on top", but I'm not familiar enough with it to know
whether it's what Box54 is looking for, or if MS went anywhere near making
it customizable to the extent that you can assign the effect to a particular
window or application. I seriously doubt it, but that still leaves open the
third-party possibility.

Then again, the way some message boxes can stay on top even though you can
access windows underneath them, that implies that the desired effect
*could_be* programmed into an app. In fact, it implies that some app could
be written to apply the effect to an open window or to an app.... But that's
a topic for a programmer (VB?).

VB? I suppose that's a possibility... seems though, as you noted, that
there are already indications of that functionality, though generally via a
JAVA script popup [annoying Internet popups], seems wscript should have
something similar.. and ActiveX...

Then again, Windows has been configured in manufacturing environments to
ONLY allow a single application to run except for background necessities...
