Restricting access to various areas to users

I am running a server with Windows Server 2003, some client machines
are W2K and some are XP Pro.

Is there a way of limiting certain actions by users that log onto the
network. The type of things that I would like to restrict are as
follows:

Limit access to what's available on the 'Start' menu

Restrict 'Right Click' options

Restrict access to various drives

Restrict ability to use .exe files

Any pointers in the right direction would be greatly appreciated.
