I can not download Java.

I go to download java and i get this warning message every time "This
installation package could not be opened. Verify that the package exists and
that you can access it, or contact the application vendor to verify that this
is a valid windows installer package"... I thought maybe it needed an update,
so i go to windows to update computer and it wont let me update giving me
error's, such as this one... [Error number: 0x80240030] The website has
encountered a problem and cannot display the page you are trying to view. The
options provided below might help you solve the problem. I do not know wat
to do, i want to have java, and have no idea how to get it to work, please
help (p.s. i have done all the things it tells me to do, i.e. help support,
proxy settings, but it still dont work)

What operating system and service pack are you currently using?

When you go to get JRE - are you grabbing the offline installer?
