adding 2003r2 as second dc in 2000 domain + cals

Please help me in understanding Cals.

We have 1 domain with 1 dc with 2000 server standard and have 15 cals
in per server mode and 15 workstations. When we bought our server and
os through our partner we got open license on which said :
1 copy of win 2003 standard server open no level and
15 copies of windows server cal 2003 OPEN no level user cals
Also it states "end of upgrade advantage coverage : 30.06.2006 --it is
expired
(anyway win 2000 standard is installed - don't understand how or why?)

Now we want to add second DC(2003 r2) in our 2000 native domain and add
2 more workstation. Do we need to buy more licenses and how many if we
buy Windows Server Standard 2003 SVR+5 CAL R2 SP2 OS for our new
server?
Can we switch to per user and use old 15 cals with new 5 bought and how
to do that?

Please help?

Yes you can. Easiest way is just to stop and disable the license logging
service on all your servers. If ever audited you are assumed to be in per
seat mode. Just keep track of your licenses manually.

The license logging service does not work as expected and is not necessary.
It is an after thought add-on put there to "help" the system admin. But it
does not work.
